Where is China Headed?

New Delhi, 21 July, 2009: Eco-Monitor Society along with TPPRC organised a seminar on topic "Where is China Headed" at India International Centre. The main objectives of the programme was to understand the China's future course with regard to its economic and political development. To understand the China's renewed military strategy for her dominance on the Asian sub-continent and its devastating impact on the fragile environment of Tibet plateau.

The key speaker Maj.Gen (retd.) Vinod Saighal dwelled mainly on China's changing course of economy, internal political development and its relationship with the neighbouring countries. "In the light of ongoing normalising state of cross strait relationship between China and Taiwan, the defense activities and pile up of arms and personnel in the northern frontier of Himalaya will be increased manifold" Said Mr.Saigal. He also highlighted that this renewed military strategy of China for her dominance on the Asian sub-continent will bound to have a devastating irreversible effect on the fragile environment of Tibetan plateau. The lecture was chaired by Dr. Kapila Vatsayan.

 

8th Youth Leadership Program "Today's Youth, Tomorrow's Leaders"

Group Photo with Prof. Samdhong RinpocheThe Tibetan Parliamentary and Policy Research Centre based in New Delhi, funded by the Friedrich Naumann Stisftung successfully concluded a 9 day long 8th Youth Leadership Workshop titled Today's Youth: Tomorrow's Leaders at Staff Mess, Gangkyi in Dharamsala from June 9- 17, 2009. The workshop was attended by 50 students from 12 different places including 2 participants from USA.

The main objective of this workshop was to groom Tibetan youth for their future responsibilities. To make the students understand thoroughly the structure and functions of Tibetan exile government based in Dharamsala. It also Aimed at helping the Tibetan students to have a better knowledge about the current political situation concerning Tibet and making them more responsible Tibetans.

Workshop on Grassroots Democracy: Strengthening Local Assemblies at TenzinGang May, 2009

Tenzin Gang Local Assemblies WorkshopThe Tibetan Parliamentary and Policy Research Centre organized 7 days long workshop on Grassroots Democracy. Strengthening Local Assemblies in Tenzingang Tibetan Settlement from 26th to 31st of May. There are about 55 participants including four organiser cum resource person and 44 from Tenzingang, rest other from Tezu and Tuting. The best thing about this workshop was, women participants constitute 48% of the total number of participants and more than 80% of the participants are below 39 years old. Despite bad roads and poor transportation, participants from a distance of more than 850 Kms (Tezu & Tuting) were able to attend this workshop.

Due to land slides and heavy rain, we (organiser) could not able to reach Tenzingang on time. Therefore, the workshop which was scheduled to start on 26th afternoon as per the program had to postpone for a day.

Sustainable Development of Tibetan Settlements: Strengthening Cooperative Societies

Auroville WorkshopDuring the TPPRC's first program for the Tibetan Cooperatives held at Bylakuppe, Karnataka State in June 2008, where representatives of the 15 Cooperatives took part in the meeting to take a stoke of the present state of Tibetan cooperatives in India. Participants found the program very useful and also suggested to organise such more programs.

A day after the Special Meeting on 23 November 2008, His Holiness also stressed on the sustainable development of the Tibetan settlements. In the meantime, the Federation of Tibetan Cooperatives had organised a workshop on project planning, which further need to be refreshed among cooperative secretaries and accountant.

Therefore, keeping those above aspects in mind TPPRC after having approval from its governing board, organised a workshop on Sustainable Development of Tibetan Settlements: Strengthening Cooperative Societies from May 10 to 16, 2009 in Auroville, Pondicherry and Chennai, Tamil Nadu.

Workshop on Grassroots Democracy: Strengthening Local Assemblies at Mainpat Feb,2009

The Tibetan Parliamentary and Policy Research Centre organized 7 days long workshop on Grassroots Democracy: Strengthening Local Assemblies in Mainpat Tibetan Settlement from 15thto 19thof February 2009. There are about 36 participants six from Orissa and rest 30 from Mainpat. They attended the workshop very seriously.

On day one, the Executive Director introduced about TPPRC and gave an overview of the 7 day program. Executive Programme Acharya Y.Phuntsok made a power-point presentation on the role and responsibilities of local level assembly members and the procedures that govern the functioning of the local assemblies. In the afternoon, Mr.Gyalrong Dawa Tsering, member of Tibetan Parliament-in-Exile explain the procedure of budgeting, financial accountability at both the central and local level followed by financial status of the Tibetan Government-in-Exile.

On day two, all the participants were divided into groups and gave specified assignments to prepare question, calling attention motion, resolutions, bills, amendment to rules, and report of the budget estimate committee. The settlement officers were asked to bring their annul report and budget presentation. Executive Programme Acharya Y.Phuntsok made a power-point presentation on autonomy and the middle way approach to the people of Mainpat Tibetan settlement.

School Students Workshop on Tibetan Democracy in Exile and Situation of Tibet

The Tibetan Parliamentary and Policy Research Centre based in New Delhi organized Nine days Workshop for School Students on Tibetan Democracy in exile and the situation of Tibet from Dec 24, 2008 to Jan 1, 2009 at Lower TCV and Gankyi Staff Mess in Dharamsala. To nurture future leaders of the Tibetan community by building individual capacity and confidence level. It is the only workshop organized in the Tibetan Diaspora solely for students studying in different high schools in India and Nepal, where students with varied background from all the schools are represented and these representatives in turn informed the other students in their respective schools about the knowledge they acquired from this workshop.

The workshop is purposely being organized in Dharamsala, so that the students can have access to the best of resource persons and to see the institutions by themselves. On voluntary basis students were entrusted to chair and moderate all the sessions, which enormously helped the students in learning & improving public speaking skill. The program is designed in such a way that there is enough to listen and learn, and see and learn, the latter being more useful.

Open Debate on Five Questions on Tibet

New Delhi, 3 November 2008: Tibet Study Group along with TPPRC organised an Open Debate on Five Questions on Tibet at Constitution Club, Speaker Hall. The programme was bisected into two sessions. The first session chaired by former Ambassador Shri Ranjit Gupta with eminent debaters Prof. P Stobdan (IDSA), Dr Amb Sudarshan Bhuani, IFS (retd.) and Shri Man Mohan Sharma (author). The second session was chaired by Shri Ravi Bhoothalingam (Institute of Chinese study) and speakers included Mr. Tenpa Tsering la representative of HH Dalai Lama's Bureau Office and Prof. Mira Sinha Bhattadharjea, Institute of Chinese study.

The inspiration for the subject came from answers to the five questions given by Mr. Mao Siwei, consul General of China at Kolkata. These questions were reportedly put to him by some Indian friends. The following is the preamble for the debate on five questions on Tibet.

The focus of discussions would be on the answers given by him. A brief of Qs and their answers by the Chinese Consul General are as follows.
